Apparatus and Equipment, In, By and For the Township of Springfield, County of
Union, State of NJ, to Appropriate the Sum of $3,175,250 to Pay the Cost Thereof,
To Make a Down Payment, To authorize the Issuance of Bonds to Finance such ​
Appropriation and to Provide for the Issuance of Bond anticipation Notes in
Anticipation of the Issuance of Such Bonds.

​3. Ordinance 2014-04 – This ordinance amnds Chapter XXIX of the Township
​ Code entitled, “Environmental Regulations” by adding thereto Section 29-4 entitled
​ “Fertilizer Application and Use” so as to conform the Revised General
​ Ordinances of the Township to N.J.S.A. 58:10A-65, so as to regulate the
​ the outdoor application of fertilizer so as to reduce the overall amount of
excess nutrients entering waterways, thereby helping to protect and improve
surface water quality. This section does not apply to fertilizer application on
commercial farms.
