                    General Capital Fund balance of the Township of Springfield for the purchase of a

                    Jitney and OEM Trailer.

                    1.Ordinance 2023-07 – Bond Ordinance to authorize the making of various public

                       improvements and the acquisition of new, additional or replacement equipment and

                       machinery in, by and for the Township of Springfield, County of Union, State of New Jersey,

                       to appropriate the sum of $1,185,000.00 to pay the cost thereof, to make a down payment

                       or fully fund appropriations from the Capital Improvement Fund, to authorize the issuance

                       of bonds to finance such appropriation and to provide for the issuance of Bond Anticipation

                       Notes in anticipation of the issuance of such bonds.

                  iv.Resolution 2023-85 – This resolution awards a contract pursuant to public bidding law

                       to Denbar Construction, Inc., for the resurfacing of tennis courts at various locations

                       within the Township (Contract No. SP 2022-07 (COAF).

                   v..Resolution 2023-86 – This resolution authorizes the Township of Springfield to enter into

                       an agreement with Trinitas Regional Medical Center of Cranford, NJ, to provide an Employee

                      Assistance Program (EAP) for Township employees (COAF).

                  vi..Resolution 2023-87 – This resolution authorizes that the Senior Citizens Meeting Room

                      at Chisholm Community Center will be known as the “Margaret Bandrowski Meeting Room.”

                 vii..Resolution 2023-88 –This resolution introduces and approves the proposed 2023 Budget

                       for the Springfield Community Partnership and provides for public hearing and final

                       adoption thereof.

                viii.Resolution 2023-89 – This resolution authorizes the adoption of Swimming Pool

                   Operating Fund temporary emergency appropriations prior to the adoption of the

                   CY 2023 budget in accordance with N.J.S.A.4A:4-20.

                 ix..Resolution 2023-90 – This resolution is authorizing and ratifying the Township’s

                     participation in nationwide settlement agreement with pharmacy chains CVS, Walgreens

                     and Walmart, and drug makers Teva Pharmaceuticals and Allergan, to resolve claims

                     involving the companies’ alleged roles in fomenting the country’s opiod crisis.

          c. Discussion & Action Items

              i.Discuss/vote on request by Springfield Unity Project to close North and South Trivett Avenues

                and use of Town Hall Lawn for their annual David Mitchell Community Day on Saturday,

                September 9 with a rain date of September 23.

              ii.Discuss/vote on request by Edward Walton School PTA for a $50 program credit from the

                  Recreation Department for their annual basket auction on Friday, 28, 2023. (Similar requests

                  Have been approved by the Committee in recent years with the limit of one credit per school

                  PTA per year.

             iii. Discuss/vote on request by NY Blood Center-NJ Blood Services to hold a blood drive
