    1. Notice:           This meeting is being held in accordance with the Public Laws of 1975, Chapter 231 and adequate notice of this meeting has been provided by a Notice sent to The Star Ledger, The Local Source and posted in the Main Lobby of the Municipal Building and on the Township website.

  1. Proclamations & Announcements

a. Veterans  Day Ceremony is Saturday, November 11 at 11 a.m., Veterans

     Park.  In case of rain, the ceremony will be at JDHS Auditorium.

b. All Municipal Offices are closed on Friday, November 10, in observance of

    Veterans Day.

                   c. Leaf Collection – November 1 to December 31. Residents on Township roads

                       may start placing only leaves with a small percentage of grass in street now. 

                       Make sure your landscaper knows that no sticks or branches will be collected

                       and do not place leaves closer than 10 feet from any storm drain or catch basin

                       as per NJDEP Stormwater Regulation. Residents residing on Union County

                       Roads can visit the County website or call 908-789-3660 for their leaf schedule.    

                  d. Springfield Residents Ages 55+ Calendar

                  e. Save the Date!!! Springfield’s Tree Lighting, Tuesday, December 5th, Town Hall

             i. Second Reading

                 1. Ordinance 2023-24 – This ordinance amends the Township Code to create

                      the position of Forester within the township’s Department of Public Works, and

                      provide for the Forester’s enforcement of the Township Code’s shade tree

                      provisions.

                   2.Ordinance 2023-25 – This ordinance amends the existing ordinances governing

                      certain employment positions and establishes compensation levels for the

                      position of Forester within the Township of Springfield.

           i.Resolution 2023-262 - This resolution establishes a Fair and Open Process for the

             awarding of certain contracts for the 2024 Calendar Year.

           ii.Resolution 2023-263– This resolution is authorizing the Township to accept a Subgrant

              Award of the Federal Fiscal Year 2023 of Emergency Management Performance Grant

              and Emergency Management Agency Assistance.

          iii.Resolution 2023-264 – This resolution authorizes refund of Redemption Monies.

           iv.Resolution 2023-265 – This resolution amends the adopted budget for additional

              items of revenue and offsetting appropriation (Chapter 159) for the 2023 Emergency

              Management Performance Grant.

      c. Discussion & Action Items

              a. Request by Chabad of Springfield to hold 11th annual Menorah Lighting at 4:30 p.m.,

                 Thursday, December 7th, Veterans Park, with use of bucket lift and presence of                                 

.                 Auxiliary Police.  Hold Harmless and Certificate of Insurance will be provided

                  upon approval.

                b.Request by Springfield-Hillside Elks Lodge #2004 to hold its annual Hoop Shoot

                   youth basketball event in Chisholm Community Center’s Lee Adler Gym on

                   of Insurance to be provided.
