PLEASE TAKE NOTICE that there will be a SPECIAL PUBLIC MEETING of the Township
Committee of the Township of Springfield to take place on Wednesday, November 13, 2024 at 7:00
PM in the Municipal Building, 2nd floor, 100 Mountain Avenue, Springfield, New Jersey 07081.
The purpose of the meeting is as follows:
To include, consider and/or potentially take action on the following matters:
1. Proclamations & Announcements
a. Springfield Residents 55+ November 2024 Calendar.
b. Acceptance of 2024 Kids Recreation Trust Fund and Greening Union County Grant
c. The Township extends condolences to DPW Director Robert Boettcher.
d. Township of Springfield’s Tree Lighting
e. Proclamation for Eagle Scout Project

3. Administrator’s Report
4. Regular Meeting Minutes of October 8, 2024
5. Ordinances – Second Reading
a. Ordinance 2024-17 This ordinance accepts the dedication of the newly relocated
Academy Green roadway
b. Ordinance 2024-18 This ordinance vacates Academy Green, a right-of-way
c. Ordinance 2024-19 This ordinance vacates a portion of Blacks Lane
d. Ordinance 2024-20 This ordinance amends the Township’s stormwater control
regulations
e. Ordinance 2024-21 This ordinance amends the Land Use provisions of the Township
Code with respect to the waiver of development application fees
f. Ordinance 2024-22 This ordinance amends the Township Code to adopt updated
regulations governing tree removal and replacement
6. Ordinance – First Reading
a. Ordinance 2024-23 – This ordinance amends the Township Code to add provisions
prohibiting parking on residential lawns
b. Ordinance 2024-24 This ordinance amends Chapter 4 (General Licensing) of the
Township Code to create a Business Insurance Registry
7. Resolutions
a. Resolution 2024- 251 authorizing the return of escrow fees
b. Resolution 2024-252 approving the promotion of Matthew Nolan to the rank of Third
Class Patrol Officer.
c. Resolution 2024- 253 awarding a Professional Service contract to Greenman-Pedersen
Inc. (GPI) for Equipment Procurement Services for Marion Storm Pump Station
d. Resolution 2024- 254 This resolution authorizes Bond Reimbursements to New Jersey
American Water for certain completed projects from 2020.
e. Resolution 2024- 255 amending the adopted budget
f. Resolution 2024- 256 authorizing the refund of property tax overpayments
g. Resolution 2024-257 authorizing Chief Financial Officer to pay certain Tree Lighting
vendor
h. Resolution 2024-258 amending Resolution No. 2024-244 which established a Fair and
Open Process for the awarding of certain contracts for the 2025 Calendar Year.
i. Resolution 2024-259 authorizing the appointment of John Bussiculo as Township’s
Municipal Housing Liaison
8. Discussion/Action Items:
a. Springfield Unity Project (SUP) requests to hold a Diwali celebration at the Chisholm
Community Center on Sunday, November 17, 2024
b. Accept the donation by the Springfield NJ Baseball League (SNJBL) of an approx.
$14,000 new scoreboard at Roessner
c. Troy Hills of Springfield Condominium Association, Inc. requests to hold an association
meeting at the Chisholm Community Center
9. Finance - Authorizing Payment of Payroll & Invoices for the period October 23, 2024
through November 13, 2024
10. Correspondence from Town of Westfield General Ordinance 2024-24 Redevelopment Plan
11. Public Comment on any Governmental Issue
