1. Call to Order
a. Notice: This meeting is being held in accordance with the Public Laws of 1975,
Chapter 231 and adequate notice of this meeting has been provided by a Notice sent
to The Star Ledger, The Local Source and posted in the Main Lobby of the Municipal
Building and on the Township website.

Yisrael, who passed on April 16, and to the family of Retired Township Clerk
Kathleen Wisniewski whose son, Paul, passed on April 19, 2025.

1. Ordinance 2025-11 This bond ordinance is to authorize the making of
various public improvements and the acquisition of new additional or
replacement equipment and machinery, new communication and signal
systems equipment and machinery, new information technology
equipment and new automotive vehicles, including original apparatus and
equipment, in, by and for the Township of Springfield, County of Union,
State of New Jersey, to appropriate the sum of $2,756,000 to pay the cost
thereof, to make a down payment, to authorize the issuance of bonds to
finance such appropriation and to provide for the issuance of Bond
Anticipation Notes in anticipation of the issuance of such bonds.

xvi. Resolution 2025-134 This resolution is covenanting to comply with the provisions of
the Internal Revenue Code of 1986, as amended, applicable to the exclusion from
gross income for Federal Income Tax purposes of the interest on obligations issued
by the Township of Springfield, authorizing the Mayor, Township Clerk, Chief
Financial Officer and other Officials to take such action as they may deem
necessary or advisable to effect such compliance and designating a $7,744,000
Bond Anticipation Note, dated May 1, 2025 and payable May 1, 2026, as a
“qualified tax-exempt obligation” pursuant to Section 265(b)(3) of the Internal
Revenue Code of 1986, as amended.
